Owen is not a big cuddly teddybear (picking up people with pheromone spray, anyone?), and I don't think that Gwen would instantly forget Rhys when presented with a naked Owen -- no matter how lovely that might be!
I know exactly what you mean by that, Owen can be a good guy when he wants to be but he has moral ambiguity so he'll do what it takes to get what he wants...which depending on circumstances can be good or bad. Gwen would definitely not forget Rhys even with naked Owen, I mean they've been together for a long time...I'm assuming here and she's considering throwing that away...which is a major decision (on the show and in your fic). I'm sure we would be greatly distracted by naked Owen, as some of us keep watching the end of Countrycide over and over...squeeing with fangirly glee.
